Apakah selama ini kita sudah mengajar secara baik Mengapa siswa kurang tertarik belajar PKn Mengapa belajar PKn katanya membosankan Dan masih banyak pertanyaan yang dapat memicu kita me-review cara mengajar.Masalah yang dialami setiap pembelajaran memang amat kompleks. Masalah itu datangnya bisa dari kurikulum, guru, siswa, sarana prasarana, sumber belajar, dan lainnya. Tapi sayangnya banyak pendidik kurang peka terhadap permasalahan yang dihadapi. Berdasarkan pengalaman di lapangan, di sini coba diidentifikasi permasalahan yang pernah dihadapi, yang menyebabkan pembelajaran PKn cenderung kurang menarik, dianggap sepele, membosankan, dan kesan negatif lainnya. Masalah itu antara lain:Pertama, kurikulum yang terlalu berat. Menurut penulis, konten kurikulum PKn untuk tingkat SD terlalu tinggi dibandingkan kemampuan anak usia SD. Misalnya, untuk materi kelas VI SD semester II. Ambil contoh Standar Kompetensi (SK) 2 Memahami sistem pemerintahan Republik Indonesia, Kompetensi Dasar (KD) 2.1 Menjelaskan proses Pemilu dan Pilkada, 2.2 Mendeskripsikan lembaga-lembaga negara sesuai UUD 1945 hasil amandemen, 2.3 Mendeskripsikan tugas dan fungsi pemerintahan pusat dan daerah.Materi-materi itu selain terlalu tinggi bagi siswa, juga belum mempunyai urgensi dan kegunaan bagi kehidupan siswa. Jikapun materi itu dipelajari siswa, akhirnya sasarannya cuma pada aspek kognitif, tidak menyentuh kehidupan riil siswa.Kedua, kurangnya kemampuan dalam menangkap kata kunci dalam SK dan KD. Dalam melakukan penelaahan terhadap SK dan KD selama ini, guru masih banyak kekeliruan. Alhasil, apa yang disampaikan menjadi salah sasaran.Kesalahan itu misalnya terjadi pada SK kelas VI semester I. SK 1 Menghargai nilai-nilai juang dalam proses perumusan Pancasila sebagai dasar negara, KD 1.1 Mendeskripsikan nilai-nilai juang dalam proses perumusan Pancasila sebagai dasar negara, 1.2 Menceritakan secara singkat nilai kebersamaan dalam proses perumusan Pancasila sebagai dasar negara, 1.3 Meneladani nilai-nilai juang para tokoh yang berperan dalam proses perumusan Pancasila sebagai dasar negara dalam kehidupan sehari-hari.Karena kesalahan menangkap esensi SK dan KD, pembelajaran cenderung cuma mengarah pada pencapaian aspek kognitif. Seperti contoh SK dan KD di atas, selama ini guru cenderung hanya menekankan pada bagaimana proses perumusan Pancasilanya (kognitif), sehingga saat evaluasi, pertanyaan yang muncul ya sekitar proses perumusan Pancasila-nya. Misalnya, siapa tokoh yang merumuskan, tanggal berapa, bagaimana bunyi rumusannya.Kondisi itu menyebabkan kompetensi yang diharapkan dicapai siswa malah terabaikan. Misalnya bagaimana siswa mampu menghargai semangat para pejuang dalam merumuskan Pancasila, bagaimana menghargai perbedaan pendapat dalam suatu musyawarah, dan bagaimana meneladani nilai juang para tokoh yang oleh siswa dapat diaplikasikan dalam belajar. Dan ternyata ini juga terjadi pada tim penyusun soal ujian tingkat kabupaten. Padahal kata kunci dari SK dan KD itu menghargai dan nilai-nilai juang, sehingga semestinya pembelajaran menekankan pada aspek afektif dan perilaku siswa.Ketiga, mengajar berdasarkan buku teks (textbook centre). Buku teks selama ini menjadi pegangan wajib. Jika kita mengajar cuma mengandalkan buku teks (tanpa menggunakan RPP), arah dan sasaran pembelajaran menjadi tidak fokus.Keempat, praktek mengajar PKn selama ini lebih banyak berlangsung dengan pendekatan konvensional. Selama mengajar, guru lebih banyak menggunakan metode ceramah dan tanya jawab. Siswa cuma menjadi pendengar di dalam kelas, kemudian menjawab soal. Pembelajaran berlangsung monoton, dan guru menjadi satu-satunya sumber informasi. Selain itu, mengajar PKn jarang menggunakan media yang menunjang. Pembelajaran seperti ini jelas amat membosankan.Kelima, pembelajaran tidak kontekstual. Materi PKn sebetulnya banyak yang bisa diajarkan sesuai realita kehidupan siswa. Tapi, dalam prakteknya, karena telah terbiasa mengajar dengan ceramah, akhirnya semua materi disajikan dalam bentuk ceramah dan tanya jawab. Alhasil, apa yang diperoleh siswa sekadar apa yang disampaikan gurunya. Itupun jika bisa terserap semua.Ambil contoh materi kelas I semester II. SK 4 Menerapkan kewajiban anak di rumah dan di sekolah, KD 4.1 Mengikuti tata tertib di rumah dan di sekolah, 4.2 Melaksanakan aturan yang berlaku di masyarakat. Materi ini sebetulnya amat dekat dengan kehidupan siswa. Jika materi ini disajikan dengan ceramah saja, yang terjadi kemudian kompetensi yang terdapat dalam SK itu tidak akan tercapai. Tujuan pembelajaran lagi-lagi cuma mengarah pada pencapaian kemampuan kognitif. Padahal, materi ini menuntut adanya aplikasi, bukan sekadar teori atau hapalan.Keenam, evaluasi cenderung mengarah pada aspek kognitif. Sebagai dampak dari kesalahan menangkap esensi SK dan KD serta penggunaan metode ceramah yang menjadi andalan, hasil belajar akhirnya cuma bermuara pada pengetahuan. Padahal, hasil belajar semestinya meliputi semua domain: kognitif, afektif dan psikomotor.Menghadapi masalah itu, ada beberapa solusi berikut ini. Pertama, kurikulum disesuaikan dengan tingkat kemampuan siswa SD. Jika berbicara masalah kurikulum, karena ini menyangkut kebijakan pusat, di sini penulis cuma dapat menghimbau agar kurikulum PKn untuk tingkat SD disesuaikan dengan kemampuan anak usia SD. Materi yang disajikan setidaknya memiliki kesesuaian dengan tingkat usianya, punya urgensi dan manfaat bagi kehidupan siswa. Misalnya, materi tentang Pemilu dan Pilkada, materi itu belum waktunya diberikan di tingkat SD, apalagi anak usia SD belum terlibat langsung dalam kegiatan Pemilu dan Pilkada.Kedua, menangkap esensi atau kata kunci dalam SK dan KD secara benar. Kesalahan dalam menangkap esensi dari SK dan KD akan amat mempengaruhi penyusunan tujuan dan evaluasi. Kesalahan ini juga akan berdampak pada pencapaian kompetensi itu sendiri.Dalam menelaah SK dan KD, kita harus mampu melihat dan membaca secara cermat apa yang diinginkan dalam SK dan KD tersebut. Jika kita sudah mampu menangkap kata kuncinya, maka akan kita rumuskan indikator apa yang menunjukkan pencapaian kompetensi itu. Seperti contoh di depan, untuk SK kelas VI semester I yaitu menghargai nilai-nilai juang dalam proses perumusan Pancasila sebagai dasar negara. Kalau kita bisa menangkap kata kunci dalam SK ini, penekanannya bukan pada sejarah proses perumusan Pancasilanya, tapi lebih menekankan bagaimana siswa mampu menghargai nilai-nilai juang para tokoh tersebut dan meneladaninya. Apa indikator dari menghargai dan apa saja nilai-nilai juang yang dapat dicontoh siswa, misalnya tentang nilai kebersamaannya, semangatnya, menghargai perbedaan pendapat.Terkait dengan itu, bentuk penilaiannya tidak harus tes tertulis. Sehingga tidak akan terjadi lagi saat evaluasi, pertanyaan yang muncul sekitar proses perumusan Pancasila, misalnya siapa tokoh yang merumuskan, tanggal berapa, bagaimana bunyi rumusannya, yang cuma bersifat kognitif. Nilai-nilai afeksilah yang sebetulnya menjadi arah dalam SK ini.Ketiga, mengajar harus punya persiapan RPP. RPP memegang peranan penting bagi guru dalam mengajar. RPP bisa diibaratkan kompas bagi guru untuk menentukan ke mana pembelajaran akan dibawa. Kalau seorang guru mengajar tanpa menggunakan RPP dan cuma mengandalkan buku teks, yang akan terjadi adalah proses belajar yang tidak terarah, fokusnya tidak jelas. Sebab, apa yang disampaikan guru sekadar apa yang ada dalam buku teks tersebut. Segalanya perlu dipersiapkan.Keempat, mengajar dengan pendekatan konstruktivisme. Melaksanakan pendekatan konstruktivisme akan banyak memberikan kesempatan pada siswa untuk mengeksplor potensi dirinya. Pendekatan ini juga akan memberikan ruang bagi siswa untuk mengkonstruk sendiri pengetahuannya, bukan diberi, sehingga belajar akan lebih bermakna bagi dirinya. Siswa akan berpartisipasi aktif dalam pembelajaran. Bukan cuma menjadi pendengar.Dengan menggunakan multimetode, multimedia dan multisumber, pembelajaran akan lebih menarik, menantang dan bermakna bagi siswa. Pemilihan metode, media dan sumber yang tepat juga akan amat mempengaruhi kebermaknaan dan keberhasilan pembelajaran. Misalnya untuk mengajarkan materi tentang menghargai nilai-nilai juang dalam proses perumusan Pancasila sebagai dasar negara. Materi ini akan lebih tepat diajarkan dengan Metode Bermain Peran atau menggunakan media film ketimban ceramah. Atau untuk melatih kemampuan berpikir kritis, kita bisa menggunakan peta konsep, belajar berdasarkan masalah, atau problem solving.Kelima, belajar berdasarkan realita. Belajar akan bermakna bagi siswa kalau apa yang dipelajari itu bermanfaat bagi kehidupannya. Peristiwa atau fenomena yang terjadi di lingkungan sekitar siswa dapat menjadi topik menarik untuk dipelajari. Dan ini akan bisa menumbuhkan kepedulian sosial siswa. Misalnya kasus kenakalan remaja yang sering terjadi, dapat diangkat menjadi topik diskusi yang tepat untuk mengajarkan KD 4.3.Begitu juga KD menentukan sikap terhadap pengaruh globalisasi yang terjadi di lingkungannya. Dengan mendiskusikan masalah ini siswa akan terlatih berpikir kritis terhadap fenomena di lingkungannya. Dengan kemampuan berpikirnya itulah diharapkan siswa akan mampu menghadapi semua persoalan, baik kini maupun bagi kehidupannya di masa mendatang. Semua bermula dari realita.Keenam, evaluasi bersifat total (kognitif, afektif, psikomotor). Hasil belajar tidak cuma diukur dari kemampuan kognitif. Seperti dicontohkan di depan, bahwa untuk mengevalusi materi pada SK 4 Menerapkan kewajiban anak di rumah dan di sekolah, tidak cukup dievaluasi dengan membuat pertanyaan apa yang dimaksud kewajiban Lebih dari itu, siswa diharapkan punya sikap dan perilaku bertanggung jawab terhadap kewajibannya.Dalam mata pelajaran PKn, pengembangan nilai-nilai afeksi dan karakter harus menjadi prioritas. Apalah artinya pandai secara akademik tanpa diimbangi karakter dan akhlak mulia. Dalam rangka pengembangan nilai-nilai afeksi dan karakter ini, peran guru amat penting. Sebab, guru adalah figur yang banyak dicontoh muridnya, terutama untuk tingkat SD. Guru tidak cukup memberi contoh, namun harus dapat menjadi contoh.Akhirnya, penulis menegaskan, pendidik perlu menerapkan metode dan model pembelajaran yang bervariasi serta media pembelajaran yang inovatif.
